Abstrak

The implementation of flexible working arrangements in the public sector has become a focal point of bureaucratic reform in Indonesia post-pandemic. This study explores the cultivation of flexible working through Dynamic Working Arrangements (DWA) in public sector organizations in West Java. Utilizing a qualitative policy implementation framework based on Grindle's model, the research analyzes content of policy and context of implementation. The study identifies key institutional drivers, technological readiness, and administrative leadership required to successfully adopt WFA (Work From Anywhere) without compromising public service delivery.

Pembahasan

Bureaucratic transformation requires innovative work systems that adapt to modern digital infrastructure while maintaining high public trust and accountability. This study investigates the institutional dynamics of implementing Flexible Working Arrangements (FWA) and Dynamic Work Arrangements (DWA) among civil servants (ASN) across public institutions in West Java Province. Key Insights: 1. Policy Infrastructure: Clear technical guidelines and digital performance management systems are essential for monitoring output-based achievements. 2. Leadership Commitment: Managerial support and trust play a decisive role in overcoming cultural resistance to remote public administration. 3. Service Quality Assurance: FWA implementation when combined with digital service portals yields higher employee satisfaction without degrading public response times.
