A common problem encountered is that many agencies still use incorrect Key Performance Indicators (IKU); they are stuck measuring processes or outputs (e.g., 'the implementation of 10 coordination meetings' or 'the number of documents printed'), instead of measuring outcomes or impact (e.g., 'percentage reduction in extreme poverty rates').
Formulating relevant IKUs requires a deep understanding of the cause-and-effect logic (logical framework) of a program intervention. The SMART method (Specific, Measurable, Achievable, Relevant, Time-bound) must be truly applied, so that performance achievement is not subjective.
