A culture of innovation cannot be created through instructions or circular letters (SE) alone. It requires a safe space for Civil Servants (ASN) to experiment, test new ideas, and even make mistakes. An internal 'Regulatory Sandbox' concept can be applied so that out-of-the-box ideas can be tested without fear of administrative sanctions.
Innovation competition platforms such as Sinovik (Public Service Innovation Information System) organized by KemenPAN-RB are positive steps to stimulate healthy competition between regions. Regions that successfully win the competition not only receive trophies but also receive Regional Incentive Funds (DID) from the central government.
